    with Piano; Perverse Notions was written as a recital piece and does not have any particular program. It consists of contrasting sections of legato and tongued passages exploring high and low registers of the Tuba. The piano part assumes an active role beyond that of accompaniment.

    William Moats is currently a resident of Mechanicsville, VA. He attended and graduated from Kent State University in Music Education with a major in instrumental music.  He was a member of two military bands, playing trombone and euphonium before attending and graduating from Ball State University with a Master of Arts degree in Music. As a band and orchestra director in Ohio, he taught in the Dayton Public Schools and the Trotwood-Madison City Schools. In 1990, he made a career change to the computer industry and relocated to Birmingham, AL.

    Mr. Moats served as choir director at Emmanuel Lutheran Church in Kettering, Ohio for 15 years. In addition to vocal choir he directed a brass ensemble, church band, folk ensemble, and eventually started a handbell choir. He has published handbell compositions with several publishers, published band music, string orchestra music and brass chamber music.

    Mr. Moats is currently semi-retired. During his professional career, he has been a member of the Music Educator’s National Conference and Ohio Music Educators.
